Effects - inner shadow, curves, inner glow, drop shadow, hue/satration, brightness contrast.
Tools - rectangle tool, text tool, paint bucket tool, eyedropper tool, pointer tool.
Step by step - made a regtangle, go to assets choose a background, text tool to write name, add effects to nametage and text, find assets fonts choose one and you add texture effects and your done!
